Meta's Technical Program Management (TPM) community drives the execution of some of the company's most complex and consequential technical programs. Specialist TPMs operate at the highest level of the TPM discipline, functioning as subject matter experts who shape technical strategy, define portfolio-level program structures, and partner directly with organizational leaders to bring clarity to deeply ambiguous problems. In this role, you will own end-to-end delivery of portfolio-defining programs, establish best-in-class program practices, and serve as a recognized thought leader across engineering and cross-functional organizations. You will translate long-term technical strategy into structured execution plans, anticipate systemic risks before they materialize, and drive alignment across directors and senior leaders to move critical initiatives forward at scale.
Technical Program Manager Responsibilities:
- Partner with organizational leaders to define and drive technical strategy, program vision, and multi-year roadmaps for portfolio-defining initiatives spanning multiple engineering organizations
- Establish best-in-class program structures for highly complex, cross-organizational programs, including defining success metrics, managing dependencies, and driving long-term efficiency improvements
- Identify and proactively resolve systemic technical risks and opportunities across the program portfolio, anticipating issues before they impact delivery and instituting structural changes to prevent recurrence
- Translate ambiguous technical challenges into clearly scoped program plans with measurable milestones, surfacing critical trade-offs and aligning stakeholders on prioritization
- Drive cross-organizational alignment by building relationships with directors and resolving commitment gaps and conflicting priorities across teams and functions
- Produce communications that bring new levels of clarity to technically complex topics, serving as durable reference points for organizational decision-making at all levels including executive leadership
- Leverage AI-integrated workflows to redesign program management processes, orchestrating multiple tools and agents to improve delivery speed, analysis quality, and stakeholder communication
- Lead TPM community initiatives including developing playbooks for program management best practices, representing the TPM function in company-wide forums, and partnering with leadership to address organizational gaps
- Evaluate program portfolio direction, manage organizations through significant change, and make principled decisions about launching, evolving, or sunsetting initiatives based on mission alignment
- Use risk analysis frameworks including scenario planning and contingency development to inform decision-making across the organization and improve cross-functional risk management practices
Minimum Qualifications:
- 12+ years of experience in technical program management, software engineering, or systems engineering, with demonstrated ownership of portfolio-defining programs across multiple engineering organizations
- Experience serving as a subject matter expert in one or more technical domains, with a track record of influencing technical direction and roadmaps at the organizational level
- Experience partnering with director-level and above stakeholders to define technical strategy, resolve cross-organizational conflicts, and drive alignment on long-term priorities
- Experience designing and implementing program structures for highly complex, cross-functional initiatives with ambiguous goals, aggressive timelines, and significant organizational change components
- Experience producing written communications that clarify technically complex problems for diverse audiences ranging from individual contributors to executive leadership, with outputs that serve as long-term organizational references
Preferred Qualifications:
- Experience building and scaling TPM community practices, including authoring playbooks, leading cross-functional forums, and driving adoption of program management methodologies across large engineering organizations
- Experience applying AI tools and multi-agent workflows to redesign program management processes, with measurable improvements in delivery quality or operational efficiency
- Experience managing programs that span hardware and software domains, including consumer devices, infrastructure, or platform technologies at global scale
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
